France will introduce higher tuition fees for international students from the 2026–27 academic year, marking a significant shift in its approach to overseas enrolment, according to The PIE News.

Under the revised framework, non‑EU students will be required to pay €2,895 per year for undergraduate programmes and €3,941 for master’s degrees. The government has also confirmed that fee exemptions will be restricted, with universities permitted to grant waivers to no more than 10% of incoming students.

Higher education institutions have cautioned that the policy may limit access for prospective applicants and could affect institutional autonomy. Alongside the fee changes, the government intends to allocate 60% of public scholarships to priority sectors, including digital technologies, artificial intelligence, quantum science and biotechnology.

The new measures are expected to affect students preparing applications for the 2026–27 intake, many of whom are already engaged in the admissions process.

Until now, most non‑EU international students paid €2,770 per year for bachelor’s programmes and €3,770 per year for master’s programmes at public universities. Many institutions also offered broad fee‑waiver policies that significantly reduced or eliminated these costs for selected students.

The revised fees apply only to students from outside the European Union enrolling in public universities in France from the 2026–27 academic year onward. EU/EEA students will continue to pay the standard domestic rate.
